It may not cost a lot of money to have the data stored ready to be produced on demand. But I am sure it costs them money to keep the license. It costs money to keep the DVD's stored in a warehouse for shipment.

It is the same reason why Books start to slide off the shelves into oblivion. If there is no interest for more, they are not going to keep it on their shelves.
